SEO vs Google Ads: Which Should a Small Business Start With? A Decision Table

SEO vs Google Ads for a small business: which to start with by business type and budget, with a decision table, sourced cost benchmarks and a 90-day plan.

The short answer

Start with Google Ads if you need customers in the next 60 days and your margin per job is comfortably above your industry's cost per lead. Start with SEO if you can wait six to twelve months and want a cost per lead that falls over time instead of staying flat. Most small businesses end up doing a modest amount of both; the SEO vs Google Ads question is really about sequence and cash flow, not loyalty to one channel.

SEO vs Google Ads: the same customer, a different bill

Both channels catch the same person at the same moment: someone typing "emergency plumber Etobicoke" or "family lawyer near me" into Google. The difference is who gets paid and when.

With Google Ads, you pay for each click through an auction. LocaliQ's 2026 search advertising benchmarks put the all-industry average at US$5.42 per click and US$66.69 per lead, with legal services at US$9.87 per click and home improvement at US$8.33. Stop paying and the calls stop the same afternoon.

With SEO, you pay up front in time or retainer fees to earn rankings that then deliver clicks without a per-click charge. Google's own starter guide warns that "some changes might take effect in a few hours, others could take several months", and suggests waiting a few weeks before judging any change. The payback is slow, and then it compounds.

One more point that surprises people: ads do not improve your organic or map rankings. Google states that there is no way to pay for a better local ranking. The two channels run on separate tracks.

How the cost curves differ over 12 months

Think of Google Ads as a flat line. Your cost per lead in month twelve looks a lot like month three, give or take the improvements a good manager makes to keywords, landing pages and bids. Google's budgeting rules reinforce this: your average daily budget can be spent at up to twice its value on a busy day, and your monthly spend is capped at 30.4 times the daily figure, so cost scales with volume in a predictable way.

SEO is a curve. The first three to four months usually produce little you can bank, which is why so many owners quit at month four. From month six onward, if the work was sound, the same monthly cost produces more leads, and your effective cost per lead drops. Deciding by budget rather than by type

Business type sets the default; budget can override it. Three rules of thumb that hold up:

  • If your monthly ad budget cannot buy roughly 100 clicks at your industry's cost per click, ads will not produce enough data to optimise. At the home improvement benchmark of US$8.33, that is about US$830 a month before management. BDC's guidance for Canadian small businesses lands in the same place: it suggests a minimum of $1,000 a month for search engine advertising to be effective.
  • If you can afford twelve months of SEO without needing it to pay back before month six, SEO is the better long-term purchase. If a slow quarter would force you to cancel at month four, you will have paid for the expensive part and skipped the cheap part.
  • If you can afford both, split them unevenly. Fund ads at the level that produces data, put the rest into SEO, and review the split quarterly as organic leads arrive.

Whichever you pick, insist on measuring in leads. A pay-per-click report full of impressions and click-through rates tells you nothing about whether the phone rang. Our Google Ads management is reported in enquiries for exactly that reason.

When you should buy neither yet

Both channels send traffic to the same two places: your Business Profile and your website. If either is weak, you are paying to prove it.

  • Your site has no clear phone number, form or booking button above the fold on mobile.
  • Your Business Profile has an incomplete category list, no recent photos, or fewer than ten reviews.
  • Nobody can answer the phone or reply to a form within the hour during business hours.
  • You have no way to tell which calls came from which channel (no call tracking, no form source field).

Fix those first. They cost little and they raise the return on whichever channel you fund next. Our Toronto-focused breakdown of what Google Ads costs in Toronto goes deeper on setting a first budget once you are ready.

Key takeaways

  • SEO vs Google Ads is a sequencing decision: ads buy speed at a flat price, SEO buys a falling cost per lead after a slow start.
  • Urgent, high-value services (trades, law) usually start with ads; discovery-led and research-led businesses (restaurants, B2B) usually start with SEO.
  • Below about 100 clicks a month, ads cannot be optimised; below a twelve-month commitment, SEO rarely pays back.
  • Neither channel fixes a weak website or Business Profile, so repair those before spending.

Frequently asked questions

Is SEO cheaper than Google Ads for a small business?

Over a year or more, usually yes, because organic clicks carry no per-click charge once rankings are earned. Over the first three to six months, SEO is often the more expensive channel per lead because it produces few leads while the work is being done.

Can I run Google Ads myself instead of hiring someone?

You can, and for a very small budget it may be the right call. The risk is wasted spend on broad keywords and poorly matched landing pages; set strict negative keywords, start with exact and phrase match, and review search terms weekly. Management fees make sense once spend is high enough that a 20% efficiency gain pays for them.

Do Google Ads help my SEO?

Not directly. Google confirms paid ads do not influence local or organic ranking. Indirectly, ads can bring early customers whose reviews and repeat visits do strengthen your profile, which is the main argument for running a small ads campaign while SEO matures.
